A fractal image compression project based on the mixed encoding algorithm is proposed. The algorithm is consisted of improved fractal encoding in the lowestfrequency part of lifting wavelet transform coefficients and improved SP IHT algorithm in the other parts. The experimental results show that the block effect of recovery image in fractal comp ression is imp roved atmuch less comp ression time.
